Ex-con arrested for alleged rape of unconscious Queens woman

An ex-con on lifetime parole was arrested Thursday for allegedly raping an unconscious woman in Queens last month, police said.

Tony Kempsey, 58, was nabbed by cops in Brooklyn and later charged with rape, assault and sexual abuse over the April 30 attack on a 49-year-old woman in Elmhurst, according to cops.

Kempsey, who is serving lifetime parole for a subway slashing decades ago, was riding his scooter around 5 a.m. when he encountered the woman walking home, NYPD Chief of Detectives James Essig said Wednesday.

The unidentified woman jumped on the back of the ride and the pair took off, but they only made it a few blocks before Kempsey allegedly struck her across the face.

She dropped to the pavement in a “desolate” area and immediately lost consciousness.

When she came to, she realized Kempsey was allegedly raping her, according to police.

“The rape was caught on video, it is pretty brutal,” Essig said.

Kempsey fled the scene and the woman was taken to the hospital with a brain bleed.

She claims she is unable to remember details from the traumatic experience and it’s unclear whether she willingly hopped on the scooter or was forced to — though police are confident the two were strangers.

Kempsey was put on lifetime parole after he was convicted of second-degree murder for slashing a straphanger on the subway in 2012.

He spent 20 years in the joint and was released in 2013.

The ex-con also has 10 priors for robbery, assault and grand larceny on his rap sheet, police said.

His last run-in with cops was in 2017 when he was arrested for allegedly impersonating a cop, Essig said.
