The House plans to hold a second vote Tuesday on a resolution to impeach Alejandro N. Mayorkas, the homeland security secretary, over his handling of the southwestern border. A first attempt failed last week after three Republicans broke with their party and voted against the impeachment. (A fourth member changed his vote to “nay” in order to file a motion for the House to reconsider.)

Republicans have produced no evidence that Mr. Mayorkas committed a crime or acts of corruption. They accuse him of willfully refusing to enforce border laws and breaching the public trust. If he is impeached, Mr. Mayorkas would be the first sitting cabinet secretary to be indicted by the House.

Last week, Republicans were missing Representative Steve Scalise of Louisiana, who is battling cancer and was not present. This time, they can afford to lose three votes if all members are present and voting.
