Pava LaPere murder suspect Jason Billingsley is sex offender

The man suspected of murdering tech CEO Pava LaPere in Baltimore served seven years in prison for a violent rape in which he strangled the victim and “forced her to perform oral sex on him,” Maryland court records show.

Police issued an arrest warrant for Jason Billingsley, 32, on Tuesday afternoon along with a stark warning to the public the convicted sex offender, who is still on the lam, is highly dangerous.

Maryland court records reveal Billingsley has a lengthy criminal history culminating in a 2015 attack in which he pleaded guilty to a first-degree sex assault on a woman, who was 27 at the time.

He is also still on parole for that crime.

Court documents obtained by The Post show the victim told police she met Billingsley after an argument with her boyfriend and he escorted her to a property then began to assault her when she refused to have sex with him.

“He then struck her on the face and placed both of his hands around her neck…and was strangling her,” the police report said.

The victim said Billingsley started ripping off her clothes and fearing she would be raped she told him she had Hepatitis C, following which he demanded she “get down on (her) knees.”

“Jason then told her to perform oral sex on him,” it continued.

“He put his penis in her mouth and she performed oral sex on him until he ejaculated inside her mouth.

“He then went into her wallet and took $53 from her.”

The woman told authorities she complied with his orders because she feared he would harm her.

Moments later, Billingsley told the victim to leave and warned her not to tell anyone what had happened because his “aunt is a police officer and no one will believe you”, according to the court record.

In 2015, he pleaded guilty and was sentenced to 30 years behind bars.

However, he was let out on parole after only seven years under the watch of woke former DA Marilyn Mosby on “good-time credits,” according to the Baltimore Banner.

Billingsley is now the sole suspect in the murder of EcoMap Technologies start-up founder LaPere, 26, who was reported missing Monday and later found dead with blunt-force trauma to her head.

Her badly beaten and partially clothed body was reported to have been found inside her Mount Vernon apartment, but sources close to the investigation told the Baltimore Banner that it was actually discovered on the roof of her swanky Baltimore apartment building.

At a news conference, Baltimore police said Billingsley was identified as a suspect in LaPere’s death by the homicide unit, which has been working “aggressively” to locate and arrest him.

“This individual will kill and he will rape,” Baltimore Acting Police Commissioner Richard Worley said, adding he is to be “considered armed and dangerous.”

Billingsley’s victim in the 2015 rape was treated at a local hospital for face and neck injuries, including bruising on her lips, redness and tenderness on her neck.

“Her right eye showed redness and had pools of blood inside,” the police report noted.

“Her left eye showed petequial hemorrhage.”

Billingsley may have been on a crime spree at the time of LaPere’s murder, as the 6-foot-4, 305-pound suspect is wanted in a separate case, Worley said this week, without elaborating.

However, sources told the Daily Mail that police are investigating whether he was involved in a knifepoint sex assault and arson attack in the city on Sept. 19 that left a man and a woman, both 26, in critical condition and a 5-year-old child suffering from smoke inhalation.

The attacker had sexually assaulted the woman and slashed at her throat with a knife, one of the outlet’s sources said.

Billingsley also previously pleaded guilty to first-degree assault in 2009 and second-degree assault in 2011, court records show. 

Police have asked Billingsley to turn himself in as “every single police officer in Baltimore City, the state of Maryland, as well as the US Marshals are looking for you.” 

“We will find you,” the police commissioner warned. 

Baltimore’s Mayor Brandon Scott described Billingsley as someone who is determined to cause harm to others.

He called LaPere a “young, talented, devoted Baltimorian.”

He said he had gotten to know her over the years and described her as a person who would help anyone.

Paying tribute, LaPere’s father, Frank LePere, wrote on Facebook “Pava has been an inspiration to so many people.

“She was driven, creative, hard-working, and relentless in her efforts, with her wonderful team at EcoMap Technologies.”
