Texas mom on lam indicted for killing Noel Rodriguez-Alvarez

The Texas mother who fled the country shortly after her 6-year-old son mysteriously disappeared was charged with his murder Monday — almost exactly a year after he was last seen alive.

Cindy Rodriguez-Singh, 38, who is holing up in India, was indicted by a Tarrant County grand jury on one count of capital murder, two counts of injury to a child and one count of abandoning a child without intent to return.

Investigators hope the indictments will help drag her back to US soil, where she can face trial for allegedly killing little Noel Rodriguez-Alvarez, who endured years of abuse before his disappearance.

“This is a rewarding part of the investigation where we feel like our work in this effort is finally paying off if we’re able to find some justice for Noel and push towards that finish line, but at the same time, it also confirms our biggest fear,” Everman Police Chief Craig Spencer said at a news conference.

“We’ve obviously had our belief as investigators, but now we’ve had the citizens of Tarrant County look at this and confirm they agree with us. Exactly what our thoughts are on this, so it is emotional.”

Noel, who has special needs, has been missing since October 2022, having last been seen alive shortly after his twin sisters were born.

Police weren’t alerted to his disappearance until March, and Rodriguez-Singh — described by police as having an extensive criminal history — fled to India just two days after they knocked on her door, along with Arshdeep Singh, Noel’s stepfather, and six of his siblings.

The investigation quickly transformed into a homicide case after cadaver dogs alerted police to human remains at a filthy shack the family called home.

The shed was piled with trash and included an altar to Santa Muerte, or Saint Death — a female cult figure denounced by the Catholic Church who is popular with drug cartel members.

Rodriguez-Singh reportedly believed Noel was possessed by a demon and routinely abused the young boy.

Family members told police she would withhold food and water from Noel because she didn’t like changing his diaper and would hit him if she caught him feeding himself.

When Noel vanished, she allegedly tried to explain his disappearance away by telling lies, including that he was in Mexico with his biological father and that he had been sold to a stranger at a local grocery store.

“I can’t wait until they get her and bring her back,” Spencer said.

“How she treated this boy and all the sad things that had to occur in his life, it just continues to solidify our belief that he’s dead and she murdered him, in my mind.”
