A majority of Southern California households lack flood insurance. In the aftermath of Tropical Storm Hilary, older residents of a mobile home community in Cathedral City must now find a way to pay for damages.

Well, it hit. This was our neighborhood. There hasn’t been a storm here for 84 years. The water came down the street so much. We eventually evacuated to a neighbor’s house because we were afraid it was going to go under. Nobody has flood insurance. Why would you? It’s the desert. Who gets flood insurance in the desert? We are a mobile home community, 55 and older. We’ve got some vulnerable individuals. We’ve been here 20 years. Never had anything like this before. All the carpet’s bad, all the flooring is bad.” It’s difficult for the owners of these homes. We don’t address things like water and mold with any great amount of frequency. There’s a lot of inches flooded. Houses on either side both flooded for hours. The second house that way — he got one inch of water, which is enough to destroy your floors. And you’re on your own unless you have that flood insurance. We’re not covered.
