The House plans to vote Tuesday on a resolution to impeach Alejandro N. Mayorkas, the homeland security secretary, over his handling of the southwestern border.

Republicans have accused Mr. Mayorkas of refusing to uphold the law and breaching the public trust by willingly failing to prevent a surge of migrants over the U.S. border with Mexico. They have not produced evidence that he committed a crime or acts of corruption.

Republicans, who hold a narrow House majority, can only afford to lose the support of two members for the impeachment to pass. If it does, Mr. Mayorkas would be the first sitting cabinet secretary to be indicted by the House.
